CEPT Arbeitsgruppe SE: Keine grundsätzlichen Einwände gegen "12 Watt SSB"
Die CEPT-Arbeitsgruppe "SE" ("Spectrum Engineering" - Funkverträglichkeit), die vom 1. bis 5. Februar 2010 in Rottach-Egern tagte, hat keine grundsätzlichen Einwände gegen die geplante europaweite "12-Watt-SSB-Regelung" im CB-Funk. Das geht aus einem Bericht des Vorsitzenden der Arbeitsgruppe SE hervor, der dem Funkmagazin vorliegt. *) Der Vorgang wird jetzt routinemäßig an die CEPT-Arbeitsgruppe FM (Frequenzmanagement) weitergeleitet. Damit ist ein weiterer Schritt zu einer europaweiten Regelung des CB-Funks getan.
Im September 2009 hatte die Arbeitsgruppe "SE" ihre Unterarbeitsgruppe "SE7" damit beauftragt, die Funkverträglichkeit der geplanten Leistungserhöhung (12 Watt SSB, 4 Watt AM) zu untersuchen. Die Unterarbeitsgruppe kam zu dem Ergebnis, dass durch die geplante Leistungserhöhung keine Störungen anderer Funkanwendungen zu erwarten seien.
Bei einem Vorbereitungstreffen am 28. Januar 2010 in Mainz hatten die CB-Funk-Vereinigung DFA und Franz Ahne (als Privatperson) Einwände gegen die geplante Regelung erhoben (das Funkmagazin berichtete). Die Einwände wurden dort jedoch mehrheitlich abgelehnt.
Über diese Einwände wurde auch in Rottach-Egern gesprochen. Eine Zurückweisung an die Unterarbeitsgruppe SE7 (wie es die DFA und Franz Ahne gefordert hatten) wurde jedoch nicht vorgenommen. Sollte es aber in dieser Sache neue Eingaben bei SE7 geben oder im weiteren Verlauf Fragen der Arbeitsgruppe FM auftauchen, dann will sich die Arbeitsgruppe SE - wenn notwendig - damit befassen und die Ergebnisse in ihre abschließende Bewertung einbeziehen.

In dem Protokoll der Tagung in Rottach-Egern, das dem Funkmagazin jetzt vorliegt, heißt es zum Thema "CB-Funk" (Zitat):
5.3 CB radios
No formal work item exists in this issue, but in its September 2009 meeting, WG SE had tasked SE7 to consider the compatibility issues related to Citizens' Band (CB) radio and the proposal to allow FM and AM modulations with 4W and SSB with 12 W (PEP) proving better harmonisation within CEPT.
WG SE considered the findings from SE7, which had considered the System Reference Document TR 102 626 on CB radio and also several older and newer studies on CB compatibility issues. Based on discussions on the currently available studies concerning CB radio, WG SE sees that the proposed power levels for the CB radio are not expected to cause interferences to other radio systems.
During the discussions in WG SE some concerns were raised because no sufficient justifications were given for the necessity to increase the power. However WG SE agreed to send the preliminary findings to WG FM as proposed by SE7. A liaison statement on CB radio (Annex 19) to WG FM was prepared with a copy to FM38. If there will be new inputs into SE7 on this subject or further requests from WG FM to continue the work, WG SE will consider these new aspects and include them into the conclusions, if necessary.

Der in dem Protokoll erwähnte "Annex 19", in dem Christoph Wöste (Vorsitzender der Arbeitsgruppe SE) seinem Kollegen Sergey Pastyuk (Vorsitzender der Arbeitsgruppe FM) von der Tagung in Rottach-Egern berichtet, hat folgenden Wortlaut:

In its September 2009 meeting, WG SE had tasked SE7 to consider the compatibility issues related to Citizens' Band (CB) radio and the proposal to allow FM and AM modulations with 4W and SSB with 12 W (PEP) proving better harmonisation within CEPT.
During its meeting 1-5 February 2010 in Rottach-Egern, WG SE considered the findings from SE7, who had considered the System Reference Document TR 102 626 on CB radio and also several older and newer studies on CB compatibility issues. Based on the discussions on the studies currently available, the key observations were:
The type of usage has been changed. The main user group is lorry drivers, whereas in the past, most of the users were at home, therefore there are now higher separation distances between CB radio and possible victim receiver.
The immunity of the TV receivers has been the dominant factor in interference cases. According to studies, the immunity and the selectivity of the TV receivers has improved substantially compared to TV sets with were used in older studies.
The TV broadcasting band I (43-68 MHz), which was the primary victim of earlier CB use, is no longer used for public broadcasting in most of the CEPT countries.
The proposed new power levels have already been allowed for a long time in some of the CEPT countries, and there is no indication that they have suffered from any additional interference cases.
Anyway, the CB radios have to fulfil requirements for the unwanted emission in the spurious domain as given in ERC Recommendation 74-01, proving protection to systems with larger frequency separation from CB.
The new studies on co-frequency situation between CB radio and cable TV network return channels (used for internet access) have shown that no packet losses will take place even in the worst cases.
There were also oral reports from other studies performed against several radio systems showing no interferences from CB radio.
Based on discussions on the currently available studies concerning CB radio, WG SE sees that the proposed power levels for the CB radio are not expected to cause interferences to other radio systems.
During the discussions in WG SE some concerns were raised because no justifications were given for the necessity to increase the power. However WG SE agreed to send the preliminary findings as mentioned in the bullet points above. If there will be new inputs into SE7 on this subject or further requests from WG FM to continue the work, WG SE is willing to include new aspects into the conclusions, if necessary.
